Project Overview

MFS Consulting Engineers & Surveyor, DPC (MFS) provided comprehensive survey support services for NJTA OPS No. T3921 at New Jersey Turnpike Interchange 14. The scope of work included expanding the aerial base mapping, performing supplemental field edits of existing and expanded aerial base mapping areas, and utilizing mobile mapping and Terrestrial Laser Scanning (TLS) to capture under-bridge ground surface and superstructure data. Additionally, MFS re-established the New Jersey Turnpike Right of Way (ROW) and roadway alignments.

Project Details

The survey control was tied to the New Jersey State Plane Coordinate System (NAD83) and the North American Vertical Datum (NAVD88), with additional control established as needed. Photogrammetric methods were used to develop expanded topographic mapping, including acquiring and processing new 2.4 cm GSD digital aerial imagery through aero triangulation. Planimetric features, terrain breaklines, and spot elevations were digitized to create a Digital Terrain Model, which was used to generate 1 ft contours. Final mapping was delivered in MicroStation V8i/SelectCAD format and adhered to NJTA CADD standards. Orthorectified aerial imagery was provided in GeoTIFF or ECW format with 3-inch pixel resolution.

Supplemental field surveys were conducted using conventional methods, TLS, mobile scanning, and GNSS RTN to capture data in non-under bridge and under bridge areas. Features such as fences, buildings, utility poles, valves, and manholes were identified and recorded, along with rim elevations, pipe inverts, and material details for sanitary and drainage structures. All data were adjusted, imported, and drafted in digital CADD format in compliance with NJTA standards. For structure scanning, MFS performed terrestrial laser scanning on 30 bridges and viaduct superstructures within the project corridor. Data was captured from multiple setups, and unified point clouds were created for extracting details such as girders, bearing seats, abutments, and piers. Errant observations, including vegetation and vehicular traffic, were removed to ensure accuracy.

MFS also re-established roadway alignment and ROW along the project corridors by combining field evidence with record documents, including NJTA/NJDOT plans, deeds, and filed maps. Field crews searched for existing highway and property evidence, enabling precise ROW and alignment re-establishment. Deliverables for the project included MicroStation files for topographic mapping, bridge superstructure, breaklines, contours, control tie bubbles, alignments, and digital terrain models, all in NJTA-compliant format.
