MFS Consulting Engineers & Surveyor, DPC (MFS) provided professional site-civil engineering support services for the New York City Department of Design and Construction (NYCDDC) Borough-Based Jail Program facility in Bronx, New York. The scope of work involved the redevelopment of the former NYPD Bronx Tow Pound site to construct a new detention facility of approximately 1,270,000 gsf of
detention space, support functions, community facilities, retail space and below-grade accessory parking spaces. The project is located adjacent to active NYC streets and above existing MTA infrastructure, requiring agency coordination and permitting.

MFS provided site-civil engineering design, drafting, and permitting support services to Matrix New World Engineering (MNWE), the Civil and Geotechnical Engineer of Record.

MFS assessed all available project reports, existing design documents and submitted permit applications to fully understand project design scope of work and permitting requirements. MFS completed all remaining site-civil engineering design and drafting necessary to support the 90% and 100% Construction Document submissions. Additional services included the preparation of vibration
monitoring plans and specifications, development of maintenance and protection of traffic plans, and preparation of proposed street signage plans.

MFS was also responsible for providing technical support for permitting coordination with multiple agencies, including the preparation and revision of NYC Department of Environmental Protection permits, such as Bureau of Water and Sewer Operations site connection proposals for both temporary and permanent connections and Bureau of Environmental Planning and Analysis stormwater pollution prevention plans. MFS supported the NYC Department of Buildings and Department of Transportation permitting efforts, including builders pavement plans, streetlight relocation plans, traffic layout and pavement marking plans, geometric design elements, and pedestrian ramp program documentation.
MFS prepared civil permit plans required by the Metropolitan Transportation Authority for construction within 200 feet of MTA infrastructure and for underground utility installations.

MFS coordinated with utility owners to support the relocation and protection of existing infrastructure, including electric and gas line relocations with Con Edison, telecommunications relocations with Verizon (Empire City Subway) and Cablevision, and water and sewer coordination with the NYC Department of Environmental Protection in conjunction with an adjacent Department of Design and Construction infrastructure project.

MFS reviewed and commented on engineering cost estimates prepared by others in support of the project, attended required design team and agency coordination meetings, and closely coordinated with MNEW’s project manager to align project schedules and deliverable timelines.
